Assuming your not though, what you describe is known as smurfing. It is the act of playing a game on an account with a skill level that is lower than your actual skill level. Almost all online games employ some form of matchmaking that establishes a skill curve in game so newer players play against other newer players. The matchmaking in Apex has been thought by many to include too large of a range on the high end, pitting average and mediocre players against those far outside their skill tier. For some this is a game breaking flaw. For others this establishes a challenge to improve to keep up.
It should be stated that smurfing is generally frowned upon, as it creates an unfair environment for new players. With that being said though, even on a new account, if you play at the same level of skill, the matchmaking system will be sorting you into the same lobbies as your old account in fairly short order.
