Thing is, you can't penalize people into something, it's sort of like the first abusive answer to everything.
Penalties are fine but not without rewards too. Nobody has to play this game and you can look at the massive failure of Overwatch to see what penalty after penalty after penalty leads to, it's a dead game.
The problem is there are core rules problems with Apex, and people do not want to put up with them, so they leave. You're like punishing someone who is being punished already and being like, "Yeah! That'll show you! MORE BEATINGS!" I agree with a leaver penalty but there has to be a greater reward for staying too. If you make someone have to sit around for 2 minutes, only to watch their whole team die, all you've done is make people waste more time not playing this game.
Revive mechanics come from other games first, and one problem is maybe they aren't so good in a Battle Royale game anyway? Revive mechanics in a co-op game like when they were popular in Left4Dead, for example, make perfect sense. Even in pvp Left4Dead its 2 teams, not a ridiculous Battle Royale.
Control is a good example of how you don't need revive mechanics to make a game mode good. Of course, it means you have to find something else to do with lifeline, but there is a LOT that has to change about revive mechanics before you beat people with penalties and somehow expect this game to live on.
I'm all for it, just saying you can't only offer punishments as an answer.

I keep saying, if they want this game to actually PLAY like a Battle Royal Survival Game, they need to reward SURVIVAL with more than a few extra XP.
Start giving Crafting Metals for Top 3 (25/15/10), or even top 5 (25/20/15/10/5) finishes. People like their skins, let them slowly earn them by playing the game the right way.
Change kills trackers to be both KILLS + ASSISTS, so people don't feel they have to ignore their allies need for help to chase down and confirm every kill.
Heck, let it count as an Assist if you Revived the person who got the kill.
MORE CARROT, LESS STICK!
That is how you get people to play the whole thing out.

Those are great ideas!! There are so many more:
- Add more respawns and make them reusable
- Make respawning start with a weapon - we had this at one point, then it was removed.
- Add more loot in less concentrated areas to attract people other places and not cluster/hot drop (the armories were a start)
- Make it faster/easier to pick up a banner - the animation is slow and you get killed sometimes, I get it, it's a risk to grab a banner, but make that faster and easier and people will do it more
- Make a map that's all about hot dropping, i.e. make it half the size or a portion of an existing map and add more loot - let them have it if they want. And no that's not what Arenas is for and not control zone either.
I'm with a lot of people on this thread. If you hot drop, I will quit once downed. A lot of the time, I will break off and play solo and drop somewhere that has decent loot. It's less fun though, rather have a team with me.
If a penalty were added to pubs, I'd probably stop playing pubs entirely. Ranked is bad enough when you get downed and your teammates don't wan to die, so they don't try and rev and you're stuck watching them play out the match.

Here's one more idea.... don't let people hot drop 🙂. Make it so that only so many people can drop out at a time.
