As someone who plays predominatly Wraith with a lot of game time on her, I'll explain in a breakdown why she is; imo, part of the top four weakest.
Let's begin by talking about her passive Voices from the Void, which unarguably is combat potent;
It allows her to get auditory warnings while others have line of sight on her, or detect traps within a 360 degree area from her position.
This allows her to ping her allies and warn them.
There is no denial that this is incredibly affective combat utitlity passive and essentially is the bread and butter to her being a 'Flanker Assassin' but can also be a supportive saftey ability.
Q, Into the Void:
This theoretically on paper is seen as strong; as it allows Wraith to have go untargetable, have a quick burst of movement speed while being semi-invisble at the cost of small cast time, semi-visiblity and obscured vison while in the 'Void"
During that cast time, Wraith is targetable long enough for downing/kill shots to be placed on her, signifying its penalty for players trying to use it a flee'ing mechanic.
It is still doable and has a average modicrum for success however also has a modicrum amount of chance for failure.
The object of this is to be utilized in it postioning, and because of this has, has a higher chance of success WHILE not in combat.
Players who prefer a more supportive role or playing to the Sniper playstyle will see it's effectiveness.
However, players who play to more of flanking assassination playstyle will make statements as to this being effective at a "Appear out nowhere and assassinate' tactic.
It boils down to her Q: Into the Void having dominant strength as a non-combative (re)positioning ability with the weaker ability to use it to engage in the "Appear out of nowhere n' Assassinate" tactic. Players require a mastery of Wraith and this ability to be able to effectively to pull this off.
tl;dr for Q
Debatedbly strong positioning ability at the cost of combat effectiveness and being vulnerable pre-void jump and while exiting.
Her Ultimate, Dimesional Rift.
Another (re)positioning ability, that in my experience can only be used to move both yourself and your teamates to another location.
Enemies can also use this portal at no cost, with only a slight penalty of being vulnerable while exiting, as this may lead them to an ambush by an expert Wraith player and their team.
This ability also has a few bugs, one of the bugs being that while entering the portal, shots are locked onto her, as she is targetable and will follow her through portal.
The fact that while casting, she cannot fire, cancel without casting, cannot climb and cannot use ziplines or other portals. All these things render incredibly vulnerable unless she Q's.
Many a Wraith has died while casting this auspiciously.
tl;dr for Ult
A weak, purely postioning team utility ability that more often then not is used in only one way or ignored by your team completely.
Her Model:
It's smaller and she's crouched, making her a harder target to be headshot/shot, but skilled players barely notice this, if at all, and only impacts new/untrained/unskilled players. .
tl;dr Overall, her kit is ladden with game affecting bugs, penalities and a weak kit to being combat effective while in my experience, being a purely utility support 'flanker'.
Players who master her, will be able to play more to the "Flanking Assassin.' but this does NOT count for a majority of the playerbase in the game.
To answer the question of who is the strongest Legends and weakest are the following.
- Bangalore [All Combat abilities, strong movement utility passive, dmging smoke, disrupting dmging ult]
- Bloodhound [All combat tracking abilities aimbed at tracking, taking down and having the edge on the enemy]
- Lifeline [Powerful sustian ablities, heal drone, insanely strong sustian passive for healing/shielding/protecing allies. Ult allows her call in powerful gear]
- Octane [Strong movement, passive strong heal, debatedbly strong movement utility ult]
- Mirage [Strong utility misdirecting ablilities, strong midirecting combat ult that can be used to deal with skirmishes, debatedly weak passive]
- Caustic [Fun set-up AoE DoT Q, incredibly easy to dismantle, detect, way to long to setup/often unable to due to time-constraints, enemy/team movement, slow to deploy. Ult is on the underside of weak but can be used well with strong Caustic players. Passive is a joke.]
- Wraith [Discussed]
- Pathfinder< ----| \ [Boring abilities, purely movement positioning, no real clear live combat use, super slow, big hit box. Poor robo boy]
- Gibraltr <--------| / [Slow abilities, which leave him to a commit or not use at all. Huge hitbox, incredibly slow, ult is a Bangalore knockoff. Great lore, joke of character. ☹️]

Honestly, your list of the strongest/weakest and the explanation of Wraith is completely different than what I experience. Imo, your list is just so wrong on many level.
First, let's talk about the list:

I used to main Bloodhound, I played Bloodhound alot when the game just come out. Imo, The skills sound cool on paper, but it does not perform that smooth in practice
His passive: Yup, it sounds cool to have the ability to track down the enemy on paper, but the more I play the game, the less I find it useful throughout the game.
It's still be useful for new players, while experienced players alr have game sense to know when other teams are around anyway. Sound ( footstep, gunshot) is better and less confusing
than
His tactical: LOL, honestly, I don't even use this skill when play Blood. Not anymore. It does more harm than good.
Using it is to tell the whole world your present. The BIG ORANGE effect has the size of the building. People will know your location even before you know them. I'd say it's the most useless tactical in the game.
The worst thing: It affects your vision very badly. Doing it in fight is probably a bad idea.
There is only 1 case you should use Q: to scan enemy in smoke for your team. Since Blood's ultimate do it better and longer, experienced players will move immediately when they saw it anyways.
His Ultimate: OK, it's a very strong skill. I never argue it. It gives speed, vision, and is a direct counter of Bang's smoke.
But the sound when you pop it up is loud. * LOUD. Be careful when use it, there is high chance you will get focused by the whole squad.
Hitbox: Hitbox is extremely important in the game. While Blood has average hitbox, his head is double the size of other legends, Blood is very vulnerable to get hs.
Vision: Haiz I must say Blood is the legend that give the most distraction to its player.
8. Pathfinder:

LOL you really played Pathfinder or just try 1 or 2 matches? He's is the top pick right now in the meta.

Serious? you underestimate the power of movement/positioning in this game. It's is the most important factor. and Pathfinder give you the best of it.
How to use Path in combat: Pathfinder is the most unpredictable legend. Enemy just can not guess where you will be. He can be anywhere.
In Squad vs Squad: Path is in front of you. But he can be behind your squad in 1 sec, or on Top of you ? or beside of you ? you never know.
When your squad is in bad position/ getting sandwiched ? Path relocate the whole squad almost immediately.
With a good pathfinder in the squad, your squad will never ever in bad spot anyways.
"Super slow" LOL what a joke !
In fact, I play Apex since day 1. Honestly, I no longer want to play any other legends. Path is just too good and fun to use.

Octane "strong passive heal" Lol
Mirage "strong midirecting combat ult" No , not really.
Caustic: dun underestimate him. He's good.

S tier: Pathfinder
A Tier: Bang, Lifeline, Wraith
B Tier: Blood, Octane
C Tier: Mirage ( the only reason I put Mirage above Gib is hitbox)
D Tier: Gib
