To give you a comparison, I just got to plat 1 solo on euro server, and I havn't seen a single current diamond or above, yet, nor a poi drop
In your case the net seems to be very wide to get a match going. Your server must have a very low number of overall players at the time you are playing.
It would seem, based on the below quotes from Respawn that there is a critical mass of diamond and masters and pred players needed to create a match within a reasonable amount of time, for them to have their own lobbies. Should that not be possible, then the net is cast wider.
What is your server and what time do you play?
Are you playing on switch by any chance?
Do you play on with diamonds on your team?
Any info you can give will be helpful for feedback.
The below outlines some of the approaches to the issue:
"It goes against the core of our matchmaking philosophy to purposefully create scenarios where certain players face challenges finding matches within a reasonable amount of time. Sometimes this can happen due to things outside of our control, but we strive to create rules where everyone will eventually find a match.
Despite positive results, we held off on implementing another test for Diamond and Master players with our Season 26 Ranked tuning and the introduction of Drop Zones resulting in fewer players in Diamond and above, shown in the graphs below."
