I'm always in party chat tho whenever i need to inform the teammate or something i usually use the ping system (GOSH the ping system is excellent) but i usually just turn mic to party whenever i need to explain a strategy or something. There is really nothing you can do about that though, it depends on the person on the other side. The ping system is already fabulous their is nothing else you can add without making too complicated.
Your 1 in 50 good matches is nothing to do with your initial complaint. You're not teamed with duo's in every match.
Speaking as somebody who regularly plays as a duo, we have exactly the same issue with our third as you're complaining about right now lol. Pings get ignored, they're more interested in being loot goblins than offering any real support during gun fights, will go and push a fight without pinging the enemy, get melted and run off once we've managed to catch up to offer support they're gone for the entire fight yet somehow the first on the scene when it comes to the death boxes.
When they're jump master we'll ping a location, which they'll ignore, drop hot, die instantly and then rage quit.
Basically a majority of the player base is terrible at the game so its nothing to do with party chat users, they'd probably be idiots even if they wasn't using party chat.
