when u get hacked and the hacker used cheat and get banned is it my fault ?

Strictly speaking, the account holder is responsible for any activity that happens on their account:
You are responsible for the activity on your EA Account; it's yours, don't share it. Your EA Account may be suspended or terminated if someone else uses it to engage in activity that violates this Agreement.
If your account did get compromised, I highly recommend following the steps as outlined in this article to re-secure your account: [EA Help] - What to do if your EA Account was hacked
Now if you do get banned, you can still appeal the ban by following the steps from this article: [EA Help] - Get information on EA Account locks, bans, and suspensions
Whilst it may 'technically' fall under your responsibility per the Terms of Service, in the end the discretion lies with the TOS team in seeing whether or not the punishment were appropriate. So it's still worth to give appealing a shot if your account does get actioned.
I'd also like to recommend the EA Security Newsletter that gets published here on the forums every once a while.
