RANKED only for People at lvl 500 (we can talk about lvl 300, maybe)

Like I said, I know that the lvl is not the best solution for it. But Respawn uses also the lvl to let you play ranked. 

But you only have to be LVL 10. And that's BS.

I would also consider more things, but lvl is the easiest one to implement for Respawn, cause we all know how long they need for smaller issues.
