Ah that is the Boosted Loader Hop Up:

• Can be triggered when there are 2/2/3/3 or less bullets remaining in the magazine for Wingman and 5/7/8/9 or less bullets remaining for Hemlok.
• Successful reload overloads the magazine by 2 bullets for Wingman and 6 bullets for Hemlok. This amount is unaffected by the level of the magazine or how many bullets were remaining upon reload.
• Reload time reduction is 31% for the Hemlok (from 2.4s to 1.75s) and 40% for Wingman (from 2.1s to 1.4s).

So basically faster reloads and overloaded mag/more bullets this equates to more time on target due to more shooting, less changing of mags and quicker re-loads.

Quite useful to have but not necessary, it is also not all that common to find.

Those are the bullet counts when the boosted loader kicks in at no mag/grey mag/blue mag and purple mag.

Hemlok is in the gold weapon rotation.  Gold Hemlok has Boosted Loader.
