I had this problem a while back. I am not sure what causes it to happen.
In order to fix it here is how I did it step by step:
1. Uninstall Apex.
2. Reinstall Apex using the origin app, when you login to the origin app just click on "My games library" and click on Apex.
Edit: It should start the download for you and when finished it should work like normal.
