Kinda sounds like skill-based matchmaking is what you actually want. If you're going against people that are much higher skill level then yourself, then the lobbies are just being filled based on connection.
People always treat SBMM like it's the boogie man or something. The ONLY people that don't want it are YouTuber's and Streamers. They want the ability to connect to bot lobbies and drop some big kill streaks for their viewers.
SBMM is a good thing, and is necessary for people to have a somewhat fair experience. Ranked is SBMM, and it's by far the best mode in the game.
