Tell that to the people who've been posting Youtube videos up for 2+ weeks and still no ban.....

Or the Racists who constantly spam racist comments or voice rage and still no ban....

What he Said, EA bans cheat reporters, and not Cheat users.  Hence the linked video users would of been banned when he started posting videos up 16 days ago.
