You need great internet! thats your problem.
Just kidding. The problem isn’t on your end. It’s the servers. Every 1-2 weeks after a major update the servers tend to perform even below what they usually do and it affects everyone. So for instance you can see it as the server listing puts your ping at lets say 40ms... but in-game you’re suddenly at 150+. This shouldn’t happen as it still should choose the closest available and if it suddenly goes up 110 ping it’s either not the closest or the servers are unstable.
Same can be said if at the listing you see 0% PL and 2% PL intermittently displaying or it stays at a certain PL while your own data test shows no PL and other games neither.
The fps fluctuation however is your xbox. Xbox One will fluctuate between 30-45 I’ve been told, Xbox One S 35-45, Xbox One X will do 40-60 at given moments.
Just wait it out I’d say cause tomorrow a new update will go live so more ppl will join. I predict this issue will still be prevalent until at least next week
