No. The minimum ages are listed right above your post. Someone aged 16-18 from the US could play if they have a guardian present.
See screenshot from official rules. The wording might be a bit confusing, but for example in the US, you must be 16 years old minimum. Players under the age of majority (18yo in the US) must be accompanied by a parent/legal guardian. They must still meet the minimum age requirement of at least 16 years old, though.
