Good question!
The static badge is awarded when you get two different ranked between the two ranked splits
Example: Split one bronze; split two: Silver
You get the animated badge when you got the same rank twice across both splits.
Example: Split one Diamond; split two: Diamond
For this season we don't know anything about the badge rewards yet.
Will they be animated or not, time will tell.
