Comes down to the devs, IMO it absolutely should be, particularly when you have to use a third party app to achieve it, its hard to detect AFAIK and its far a less accepted thing these days because old games had basic geometry anyway so the tweak (picmip) just simplified textures, in modern games it removes things like foliage which as far as I'm concerned is cheating.
