Fullscreen will list the options that the game, your video card, and monitor combo can do. Mine for example is only 2 options with my RTX 2060 and my monitor (I need a new monitor), either 1360 x 768 (native) or 1280 x 720 (in 16:9 native ratio, which is best to leave that native to avoid stretching the image in one way or another.
When you click thru the options, what ones do you have?
But why would you NOT want to use your Native resolution, which is more resolution (and screen real estate) than your old one?

I can select 1728x1080 but when I do it goes black screen and the reason I don't play native is because I've always played stretched I'm more consistent when playing with a stretched res

Well, the black screen is because it's not really supported with recent driver updates most likely. Roll your NVIDA drivers back one build and see if that works.
Or get used to playing not stretched and use your native.
Past those ideas, you would need to open a proper ticket with support for more technical support. I would not recommend sharing DxDiag results publicly.
