Well, thats got me stumped. My only thought would be that he's somehow out of bounds hopping on top of the cliff to reset the timer  as the scan wouldnt be high enough to detect him.

Maybe using a mirage decoy down in the valley as scan bait?

Doesn't explain the random death though unless they just gave up.
