I received my kunai around 120 packs back before either the level cap increase or the shards introduction.
It's 1/500 chance of receiving them every time you open a pack,with a safety net of a guaranteed heirloom once you've opened your 500th pack.
I see but ya know it would be cool if we could see how many apex packs we’ve opened
