EAC is a paid service for game companies.  The support link is for developers of a game to get support for their product.  Several game companies have a lease with EAC, which is owned by Epic Games.  The proper way to report a cheater in game is to use the client. Otherwise you need to go through EA support outside the game, but that will be more difficult as they will need to know the time and date the cheating took place.

EAC works like a virus scanner observing your system tasks.  If it finds possible cheating, it logs the information on the server, and a human looks at those logs at a later date.  In short, there is no direct player to EAC contact to report cheaters.
