I think its because you're in a duo it gives you the mouthbreathers to balance the team out personally.

I have exactly the same issue, we either get a newbie or an idiot as our third 9/10  times...or it just won't bother to give us a third player at all, another frequent occurrence.

Feels like the odds are against you if you play as a duo lol.
