You got Lifeline heirloom then Heirloom counter got reseted. You need another 500 packs to get 150 shards and unlock Bloodhound heirloom.
You don't collect shards. Shards drop 1 time then you choose heirloom and that's it.
You must be very lucky to get a heirloom before 500 packs..
When a player opens an Apex Pack, there is a <1% probability of a Heirloom Set dropping.

I feel you. I've actually opened around 800 Apex packs since day on. Got lifelines at 500ish. Just haven't seen one shard in the 150/160 since. If it takes 150 shards to get a hierloom.... and I haven't seen one in 150/160 apex packs... well... Seems worse than before.

As others have said, don't spend your money on the loot boxes then. I did the same on Black Friday and got nothing. I haven't hit the 500 pack mark as I have mostly stayed away from loot boxes.
Overall, I think this heirloom system is gross. No other way to say it. I'm not mad at the money I spent on this game, except for getting suckered by that Black Friday deal trying to get the Wraith Heirloom. I've stayed completely away from these absurd events asking you to spend $168 every two months for a new heirloom. LOL!!!
Heirlooms should be massive in game grinds. They should be tied to say 5 or 6 multi-tiered badges per legend. Each badge is some kind of major grind for stuff like kills, knockdowns, legend specific abilities, etc. Basically different usual stats that we have trackers for. The badges should work like the multi-tiered event badges, but again, the grind is much more fierce. It will still be rare to see someone with an heirloom because the grind is so intense only those that can no-life the game for months can get it. It would be an in-game accomplishment, not some way to show off how much money you've spent on Apex.
`168 dollars is a steal compared to 500, get over it lol. its not gonna change
