@Peri_Longbow_plzThe loot pool is confirmed when you are on the character select screen. The care package loot is there, you just can't see it since it's behind a barrier. She can steal from a supply bin even when it's closed. But can't steal from a care package(advance encryption?). Since vault needs a key to open, I don't think she can.
Edit- Jason McCord replied with this emoji(🤔) when asked if she could steal from a vault. It sounds like a yes lmao.
