You're looking at it wrong. 

It means Diamonds can play with only Diamonds/Diamonds, Diamonds/Masters or Diamonds/Platinum 

Masters are the same with Masters/Masters, Masters/Diamonds, or Masters/Predators.

Predators are limited to only Predators/Predators or Predators/Masters

Platinum can play with Plat/Plat, Plat/Diamond or Plat/Gold. 

Tiers I, II, III, IV aren't that big off a deal.
