Slow when getting shot?

I originally thought this only happened when you were getting hit by heavy weapons but last game I was slowed by a guy that was running a R-99. Can someone explain to me this whole slow mechanic caus...

I hardly ever get slowed down by shots.

But when i do "slowed down" means get stuck to the spot and can't move.

Game is a pile of trash. Garbage.

    @1ronKeys This is exactly what I mean. It's so inconsistent that I just can't grasp what causes it at this point.
