So how do I get to play as Octane?

My question is Is Octane obtainable outside of the battlepass or can you only unlock him by reaching rank 48 in the battle pass as pictured here, or is that just a skin for octane? If Octane is ...

They have said that no legend will be locked behind a pay wall. 

That doesn't mean that the grind to get them isn't a substantial one.

A community manager, I forget the name, has said on Twitter that Octane will be attainable the same as Caustic and Mirage were
