Exactly, its hard to monitor or say wether a character is 'OP' with a small team of people testing. Yes, you can give the character to streamers early but these players are elite, so it doesn't really matter what legend you throw at them, they won't find them ever as OP as the average player.
The best way to deal with Valk is release her strong.
The reason for this is because she is entering the game with a completely new ability stack that we haven't seen before and the main feature here is the flight. If you make it too bad, then no one will use her a bit like what happened to Rampart.
If you bring her in powerful, then at least there will be people moaning about her, which means you will get an understanding of why she is too overpowered it might be something like "Her ability to hover in the air gives her too much mobility it needs to be toned down a notch". This will give the dev's a better idea.
