They allow this simply because they would lose the majority of their continued player base. As an example. When Playstation Network removed the access to Cronus Zen, and other Xim tools. Apex lost about 30 percent of their player base. If they also remove the cheating tools. Apex wont get content for streamers.
When did that cronus and xim thing happened? Must have missed it as Zeus on YT just this month posted viral video where people cheated on consoles :) Must have reverted the change :D
And oh people still hacking, thought Respawn and anti-cheat would have dealt with that during past few weeks since I quit this season :P oh well will remain inactive in game then :D
Otherwise this statement does not surprise me even if true - if the community consists a lot of players who purchase skins for 100+$ (remember that blood skin that was 500?$, I was like "hell no, who would by that one", the next day every team had blood in "meta" with new skin... I was like "**bleep** I am poor and too smart for this game") and who for sure / clearly will purchase cloud based / offline cheats for 50$/month subscription without even a risk of permaban (based on Zeus info Respawn can't hardware ban PS? or was it Xbox)... so I mean why not give it a shot for the glory given how many cheaters are praised as legit streamers / pros in the community AND make loads of cash from that.
