Still can't play with friends in lower rank

Hello everyone, Am I tripping or were they supposed to get rid of the tier difference locking you out of playing with friends? I just promoted to Platinum IV, and couldn't play with my friend who's ...

Na I have no idea why, it’s pretty stupid. I found out the same way.
