Switching guns on xbox

It's  insanely inconsistent, Sometimes it switches no problem other times I have to press y repeatedly. This leads to a lot of deaths for me.

If I'm running a sniper rifle, I end up in close combat, I need to switch to my close combat gun. Press Y nothing happens, press Y again this time double tap.. it holsters the gun.. Hold Y it brings out the sniping gun again.. And I'm dead no shots on the person attacking. Sometimes if I can manage to survive long I'll eventually get the right gun out. But by the time I do the fight is already over and done with 99% of the time.

I have it set on tap to use and reload. Granted even this is inconsistent. I can run around and holding X and it will pick up what ever I hold the icon over. Tapping works as well to pick items up But it definitely lags,
Weapon auto-cycle on empty is set to off. 

Is this just server lag? What is the issue? I hate it.. All I want Y to do is switch between the 2 guns when I press y and when I hold Y, holster the gun. If it's lag with the server please let me know.
