By leveling up and earning the free packs to eventually get it if their lucky or hit 500. Boom problem solved a long time ago.
If you want the Octane heirloom now, should've began saving ahead of time, it's a little premium offer for those who have the $ to spend all at once. Ex: Me, I saved up a few bucks knowing another event would happen and the price would be $170 or less and had that amount ready and will drop it now because I used my big boi brain.
As for bugs, just keep posting those issues and bumping older ones if the issue persist, and keep an eye on dev tracker as they try to update it with what they are working on.
