The low level account cheaters?

So, recently in US west servers I've noticed a spike in default skin, no badge, level 100 or bellow accounts. These accounts are likely the same accounts banned a while back. How do I know this? Well, I started noticing this one or two weeks ago that there was a sharp increase in default skins and level 5 accounts. So recently, I decided to play Bangalore and throw smoke between myself and enemies (without entering it), as in all of my games these low level accounts were either hard locking, soft locking and wallhacking. I found that, out of 10 lobbies, the average amount of times these default skin players shot me through it with no information or myself and them being in it was roughly 4 or 5 per game (with one of those games having a Bangalore shoot smoke at enemies and then toggle their hard aimbot on (whilst on controller as well which I didn't know was a thing till then) and directly hit them through it, with no information, with a wingman. This was after she killed me and spent the game directly avoiding every fight and shooting any teams before her assumed duo died and chaos ensued.

I was curious if anyone else has noticed something similar as of recent.
