Top Finish Challenge Question

I remember in the Weekly Challenges the higher the finish required, the lesser number of times needed to accomplish: 

Get Top 3 finish 5 times

Get Top 5 finish 10 times

Get Top 10 finish 15/20 times. 

So what gives with Get Top 5 finish 20 times??
