Voice Chat Not working on XBOX

I recently got my son signed up with a teen account so we can play together. Him on XBOX, me on PC. However for some reason, we can't communicate at all.  He can't see my text i type in, I can't hear his voice and he can't hear mine. On his XBOX he's getting the sign that his voice chat is open, but on my end it doesn't look like he's talking at all and vice versa for my mic.

Is there some kind of restriction on new accounts for voice chat that I'm missing? Does anyone have experience with why this isnt' working?
