That teammate wont consistently have more kills and less damage. If he is always that low in damage and you always are around 1k you would automatically get more kills over time.
Points for damage will only result in abuse and damage farming. People can just sit in a tower with a longbow and collect points without ever killing anyone. It takes skill to engage and kill another team. It takes no skill to shoot with a longbow and never downing or killing anyone.
Points should be awarded dynamically. If the players in a game are at a high level you should recieve more points and if they are bad you should recieve less points.
oh and i forgot the bug when you knock 1 or several players down, you get killed and when they die, you don't get the kills
