I'm currently using a fairly similar set-up: ryzen 7 3700, RTX 2060 super with a 144hz 1440p screen.
I'm not playing on full ultra, nor with everything on low, but somewhere in the middle.
My experience shows that it is often 144 fps+, but at some places way lower (to 100 or with the waterfall on olympus even lower).
If you have put everything on LOW, then there is nothing left in-game that you can try.
You didn't specify your monitor resolution, so I'm going to assume it is 1440p. In that case, I think that your graphics card is the one that is holding it down. RTX 2060 has difficulties with 1440p, (even my 2060 super, those waterfalls I mentioned).
Generally, people tend to go with RTX 2070 or RTX 2070 super or higher for 144Hz 1440p screens.

I am playing at 1920x1080 native, you are right i can hit 190 fps without problem but at some places it can go down to 80 90 but part that i hate most is gun fights, i cant aim right when it drops by 15 20 fps its not smooth anymore since i cant have stable 144 fps to hold that 144hz monitor,so i maybe i have something wrong in nvida settings i dont know :S
