When will ratting be penalized

I think Respawn just doesn't care because they don't want to involve themselves with all the different ways people want to play the game.  

Me, I never thought kills should necessarily outpace placement, in a game that is a silly, 20 team battle with only 1 winner.  I would rate kills more important in things like team deathmatch, or just rumble/everybody for themselves.

A BR is, to me, a semi-serious but mostly ludicrous trash party.  Part of the problem is taking it too seriously.  I don't mind people playing for the win but there are delusions of grandeur associated with thinking a person should place top 4 only to advance.  That is what Respawn should care about, the mentality for their game that they instigated regardless of kills versus placement. 

That's too much attention on them, though.  It's better to have the player base argue which is more important than turn their eyes towards the people setting up the system to play the way it does.  Kills or placement, it's a bad, bad system if you want to score a trash party game seriously.  And if you don't, well, you wouldn't hear Respawn saying that as they try to pour millions into an esport and have you drink the Kool Aid (I mean, you know, when they play their esports players :P )
