Why does my Level 60 friend get an heirloom and I at level 200 dont

you seem to not understand how getting heirlooms from packs work.

1. After opening 499 packs if you have not received shards then on opening the 500th pack you are guaranteed getting shards.

2. When opening a pack before the 500th there is a random small percent chance that a player my receive shards irrespective of level. that small chance is less than 1%.

What you suggest about blocking requirements for receiving shards is outrageous. As every player account has the same random chance and those low level accounts have earned the possibility either by earning or buying packs to open. 

You do not hear me crying about being a level 500 player since season 1 and not having yet gotten shards from a pack yet. I will get lucky or open my 500th pack soon enough.

Because you're literally just playing a slot-machine. Though the slot-machine doesn't gaurantee you hitting the jackpot within 500 attempts.

I am a level 500 player, playing this game since season 0.

When I got super legend shards from the apex pack, it was after 2nd anniversary or so...

Also, I own some super legend items (heirlooms and evo-skin).

I simply bought it.

Please do not think "Oh, he has super legend items. So he must be good / well-skilled!!".

Because I am not. 🤔

Instead of that, please think "Oh, *snip*... he loves this game so much!!".
