Why does the TOS not apply to content creaters and streamers

@apostolateofDOOM He did before. I can't say now if he uses words that are actually against the TOS of twitch itself. They have recently cracked down hard on hate and harassment. Before maybe but I can say there are more regular players who cause far more harm then streamers who are reported in game and dealt with.
