Why don't downed teammates have their name above their heads?

I'd like to throw my hat into the ring of this suggestion as well, but to have the names up all the time (not just when downed, and not just when running without ADS). With the potential for every team to have the same hero model in it, it can get very confusing figuring out who to shoot; especially in the middle of a hectic fight with multiple squads.
