100% agree with you on all that. Quitting ruins base BR. If people got a penalty then they would think twice about quitting after a drop or death.
Even if the penalty was mild compared to ranked. Maybe a couple offenses before a penalty then give them a 2 min penalty, then a 3 min and go up from there people would consider playing it through.
