Zero recoil guns? Spectate mode broken? console cheaters?

Hello all, I started back up in Season 3, I play on XBOX and have been using the spectate mode quite a bit on squads/players that just rip through my armor/health and I drop like a sack of potatoes.

What I am noticing is a ton of players with absolutely ZERO recoil, I have tested the guns in the firing range with max attachments and non-of them ever get to zero recoil movement (closest I found was 301). After this newest patch I went in to firing range and the benefits of the attachments is actually negligible. Now I get that players can counter recoil which I understand, but I am not talking about a small bounce and then its under control, I am talking about the gun NEVER shaking, bouncing, recoiling what-so-ever. So my question is this, how is this possible? Again, I suck at the game and I know this but if I am simply this out matched then its probably time to for me to move on. I thought maybe spectate mode had an issue but I would say 3/10 or so players has the recoil you would expect so I do not believe that's the case. 

I have read up on the possibility of mouse/keyboard users and also modded controllers users. Are these guys/gals honestly getting away with this? If Respawn supposedly has a cheaters queue how I do find out if I have been put in it? and lastly, I use an Elite controller, will this earn you a spot in the cheaters queue? 

I love the game play and have come to accept the terrible net-coding, in-game lag, and other faults for what they are, but this is another level of bull@!#$ if it's true.
