You will go to your Game Libary -> Right click Properties, and there will be a text box you can enter certain commands into.
Same with origin, you will go to your Game library -> Apex -> Game Properties -> Advanced Launch options.
If there's something in those boxes, Get rid of it. it might be the cause.
If there is not anything in those boxes try this:
IMPORTANT NOTE: the 60/144 and 60/189 is based on your monitors refresh rate. Get rid of both of those values if they are not accurate. If you have a 60hz monitor, then you'll get rid of 144, and visa/versa. Having a capped frame rate of no more than 189 will help with any further issues as i found out anything over this causes frame tearing and other in game issues.
