Hi @mrsweetfish,
The issues with the fill/no-fill options not working properly are currently under investigation. The Apex Legends team recently added it to the Apex Tracker. Unfortunately we don't have a time frame on when this may be fixed, but hopefully it can be resolved soon.

Why would the Apex Team even consider a fill team member option?? No one wants to play this game when they're getting ransacked by full teams of two! Just make a solos!
@EA_KentFirst, I want to say thank you for addressing this. However, the current explanation for this on the dev tracker appears to be incorrect. Listed below appears to be the normal way things SHOULD be operating, instead of how they are operating right now: no Duos teammate whether the Fill option is checked or unchecked. Could we make sure the correct issue is being investigated? Thanks!

It's described correctly on the Apex Tracker. If you have No-Fill enabled you shouldn't be getting teammates, but it has still been auto-filling. If you don't have No-Fill active you should get random teammates, but that hasn't been happening in many cases.

Yeah about half my games in solo duos it just doesn't fill
Sorry, Kent, and thanks for the clarification. The "No-fill" is a different term from the player/client side, which says "Fill Teammates". This wording difference made things look like our issue was the opposite of what was typed. My confusion.
