I still have the same issue. The game worked fine when I was installing the game. After installing, it would always show the error. Tried re-installing the game twice, updated once, repair without removing "pc_app.opt.starpak", and removed the file and tried repairing and the issue is still here....
Edit: I also update my nvidia drivers to 417.71 and the issue still persists. hello EA??

For those people having this issue, take the pc_all.opt.starpak file and move it somewhere else then DO NOT try to repair it. just try to launch the game without it. that is the only way i could get my game to work. then once an update comes back around, just move the file back in so you dont have to download it again
