Apex Legends error 4294967287 and 327684:1

I am getting the Apex Legends error "A redistributable package (DirectX) was not installed successfully. Setup cannot continue. [4294967287]" while attempting to download Apex Legends. I have had Apex installed on my PC before, without issue. I uninstalled it and did not play for a little over a month, but I played a lot in Season 4. So it used to download just fine on my PC, but attempting to try the new season is not working so good. I have already attempted a whole lotta fixes, so here is the list of all that I have tried:
- Disabling Firewall
-Reinstalling Visual C++
-Clean install of newest graphics drivers
-Disabling Origin Ingame for Apex
-Deleting all .cab files in Apex installer redist folder
-Deleting all .cab files in Apex installer redist folder except 2010 versions, also did the manual install of specific version following a fix guide (did not work).
-Manually running DXSETUP.exe as admin
-Clean boot of windows 
-Running Origin as Admin

-Clean reinstall of Origin client.
