Apex legends hogging resources/Streaming

So having severe performance issues when playing this game, becomes more evident when streaming, GPU is maxed out at 100%, problem occurs when streaming with both x264 and NVENC encoding types (on CPU encoding Apex pushing CPU to 100% with almost 60% usage)

All settings in game low (besides insane texture budget 8GB), maxing out around 140-150 fps on a 144hz monitor.

System specs i9 9900k with 32 GB 3200 speed ram

EVGA 2080ti hybrid

running off a decent speed SSD.

Windows 10

Tried all online suggestions, turning off windows game mode etc, vsync disabled

What is wrong with this game? How do I stop it from using every last possible drop of system resources so other apps can run properly, this is insane.
