The problem is still not solved. It's really annoying.
For those who say it solution in post #12 doesn't work, it depends on which languages the game adds. You can rename the entries in regedit that match the name of the keyboards that keep getting added. A part of the list is available here: https://www.itprotoday.com/windows-78/how-do-i-configure-default-keyboard-layout-during-login and another is here https://docs.microsoft.com/en-us/windows-hardware/manufacture/desktop/windows-language-pack-default-values . You can also view the keyboard layout names in the right box when you click on one of the folders
In my case I had to rename 00000409 (English US) and 00011009 (French Canadian Multilingual Standard) because it's these 2 that kept coming back, along with Canadian English which doesn't come back anymore (maybe it's tied to English US).
Now they're GONE and don't come back!!! woohoo!!
