Big Stutters Starting Only A Few Days Ago (Post-Beast of Prey)

Besides the stutters+movement lags it's impossible to play on D4+ lobby, there is not enough people perhaps? I get servers 100+ ms everytime, and even if I get 50ms ping it still lags as f.
