Can´t gift after all completed

Hello there,

i have serious question. I have a friend and i wanna gift a skin from shop. We both have all conditions completed but when i wanna gift i cant find name in friend list but i can gift others. She has ban on steam since year 2020. Does it matter? Because she wasnt cheating just game lucky headshot in csgo and got ban for that. So is it because of that?
