Thanks for confirming, unfortunately, we may be running into an issue mentioned here.

I am having this issue as well. I have turned on my login verification yet am prompted to "turn on Login Verification" in order to gift/receive every time that I attempt to gift. This is particularly troubling because I am missing out on the free gifts and ultimately will miss out on the Flatline skin. I welcome any advice.
